For Ted, that responsibility carries extra meaning. Having grown up in Norton Shores, the opportunity to return and help shape the community adds a personal layer to the work.

“It’s indescribable really,” he said. “It’s a blessing. It’s cool to know people, they know you. I went to school here. My parents still live here. Being able to come back and have an impact on your hometown is a really cool thing.”

What the Planner & Zoning Administrator Does Every Day

At its core, Ted’s role is about guiding how land is used across the City. Every property in Norton Shores has a zoning designation, which determines what can and cannot happen there. That includes everything from single-family homes to commercial developments.

“Every property has a zoning district attached to it,” Ted explained. “And within those districts, there are specific uses that are permitted. That really dictates what can go where.”

On a day-to-day basis, Ted’s work is wide-ranging. He reviews residential and commercial site plans, works directly with engineers and developers, and leads weekly meetings with internal teams that include building, fire, water and sewer, and public works.

“I kind of have my hand in a bunch of different places,” he said. “It’s reviewing plans, writing ordinances, working with departments, and helping residents understand what’s possible.”

That work can be as simple as answering a homeowner’s question about setbacks or as complex as evaluating a new commercial development. It can also include managing federal programs like the Community Development Block Grant, which supports local improvements and community needs.

Making Zoning Understandable

For many residents, zoning can feel confusing or distant. Ted sees part of his role as making it more approachable.

“I get calls all the time from people asking, ‘What can I do with this property?’” he said. “Whether it’s a resident, a realtor, or a developer, they just want to understand what’s possible.”

He often explains zoning in simple terms. It is the reason a quiet residential street stays residential, and why certain businesses are located in specific areas.

It is also a tool that helps the City plan thoughtfully for the future.

A Transparent Process That Welcomes Input

One of the most important parts of Ted’s work is ensuring that residents have a voice in how their community grows.

When certain projects are proposed, the City notifies nearby residents and invites them to participate in the process.

“We send out notices to people within 300 feet,” Ted said. “They can look at the plans, attend meetings, and voice their concerns. That input really matters.”

Many of those conversations take place at Planning Commission meetings, where proposals are reviewed in a public setting and residents have an opportunity to hear discussions, ask questions, and share input.

He emphasizes that decisions are not made in isolation. Public feedback often shapes final outcomes, including conditions that help developments better fit into surrounding neighborhoods.

“It’s really about transparency,” he said. “People should be able to see how decisions are made and be part of that process.”

Balancing Growth and What Makes Norton Shores Special

As Norton Shores continues to grow, one of the biggest challenges is balancing development with preservation.

Ted points to the southern part of the City as an example, where there is still room for growth alongside natural landscapes and rural character.

“Development is needed, but it needs to be smart development,” he said. “You want to provide housing and opportunities while still preserving open space and what makes the area unique.”

Through tools like overlay districts, the City can guide development in a way that protects natural assets while still allowing for thoughtful growth.

“It’s always a balancing act,” Ted said. “But I think we’ve done a good job of trying to strike that balance.”

A Role Built on Collaboration

Ted describes himself as a “street-level” point of contact for residents, and that accessibility is a key part of the job.

“I talk to residents a lot,” he said. “Emails, phone calls, people stopping in or even stopping me at Meijer. It happens all the time.”

That connection extends beyond residents. Ted works closely with City departments, City Council, developers, and community stakeholders to find solutions that work for everyone.

One example is the City’s short-term rental ordinance, which took more than a year to develop and included input from homeowners, City leaders, and even national platforms.

“That was a really rewarding project,” he said. “It struck a balance between protecting neighborhoods and allowing something that brings more people to Norton Shores.”

Looking Ahead

As Ted looks to the future, he sees opportunity.

From continued thoughtful development in the southern part of the City to the redevelopment of key properties, there are projects that could shape Norton Shores for years to come.

“We have some really big opportunities,” he said. “Places where we can make a positive impact for residents and visitors alike.”

At the heart of that work is a simple goal: to keep Norton Shores a place people are proud to call home.

“It’s really cool to be in this role in a place where you grew up,” he said. “You care about the outcome because it’s your community too.”
