Keeping Things Flowing: Meet Scott Houghtaling from Norton Shores Department of Public Works
If you turn on your faucet in the morning or flush the toilet without giving it a second thought, you have Scott Houghtaling and his team to thank.

Scott has served the City of Norton Shores for more than 14 years as the Water & Sewer Supervisor, managing a dedicated crew that ensures the safe distribution of clean water and the smooth collection of wastewater throughout the city. With decades of experience in public works, starting in Muskegon before joining Norton Shores, Scott brings a deep knowledge of infrastructure and a calm, can-do attitude that helps keep things running no matter the season or situation.
“We don’t treat the water or wastewater here,” Scott explains. “We’re responsible for getting it where it needs to go, safely, reliably, and around the clock.”
That work includes maintaining 44 lift stations, monitoring sewer lines, handling emergency water main breaks—even on freezing nights—and coordinating field crews and contractors. It’s a job that requires technical skill, patience, and plenty of problem-solving.
And Scott wouldn’t have it any other way.
“I’ve always liked construction and being outdoors,” he says. “There’s real satisfaction in knowing people can turn on the tap and get good, clean water or flush without worry. That means we’re doing our job.”
A True Public Servant
Born and raised in the area, Scott’s connection to Norton Shores runs deep. What he loves most? The green space, the quiet, and the balance between convenience and community.
“There are trees, there’s wildlife, there’s a real sense of calm here. Even with all the growth, Norton Shores still has that small-town feel.”
It’s not just the scenery that keeps him rooted. It’s the people.
“I’ve always been a giver,” Scott says. “In this role, we’re here to help people. Whether it’s an individual homeowner or a whole neighborhood, we make sure the infrastructure is there so folks have clean, dependable water.”
Life Beyond Work
When he’s not managing crews or responding to calls, Scott is pushing himself in different ways. A lifelong athlete, he’s completed multiple triathlons, including a half Ironman in 2023. He stays active with CrossFit, biking, running, swimming, and playing with his seven grandkids.
Scott has been married to his wife for 37 years, and together they’ve raised three daughters—each now raising families of their own. “Family is everything,” Scott says. “My grandkids keep me moving and remind me what it’s all about.”
Recently, he’s taken to the kitchen, exploring healthy, whole-food recipes as part of a new wellness journey. “I’ve been focusing on better nutrition, cooking more meals at home, and just taking care of myself so I can keep doing the things I love.”
If He Could Trade Jobs for a Day?
“If I could do something totally different for a day, I’d pick detective,” he says with a smile. “I’ve always been curious about how investigations work—putting together clues, solving puzzles. That kind of problem-solving would be a fun challenge.”
From pipes to people, Scott’s work may not always be visible, but its impact is undeniable. And that’s exactly how he likes it.
“If we don’t hear anything,” he laughs. “It means we’re doing a good job.”
